But the women are too scared to speak out<\/p>\n<p>When Tapas Kumar Bhanja was appointed to investigate conditions in West Bengal\u2019s overcrowded prisons in 1990, he was not prepared for what he discovered. Women in prisons were being sexually abused by male inmates, according to the now 66-year-old lawyer.
