The funding was described as a \u201c<a href=\"https:\/\/www.gov.uk\/government\/news\/international-agreement-to-support-vietnams-ambitious-climate-and-energy-goals\">gamechanger<\/a> in the fight against climate change\u201d by Rishi Sunak, the British prime minister.
