Its tanking relations with China have been watched closely, not least for how they reflect upon other western countries\u2019 dealings with Beijing. Russia\u2019s activities were also under scrutiny. Fewer people noticed that ministers also <a href=\"https:\/\/www.forbes.com\/sites\/tylerroush\/2023\/09\/07\/canada-investigating-potential-election-interference-from-china-and-russia\/\" title=\"\">cited<\/a> the potential role of the Indian government.<\/p>\n<p>The decision looks like a ripple in a millpond following Justin Trudeau\u2019s extraordinary <a href=\"https:\/\/www.theguardian.com\/world\/2023\/sep\/18\/credible-evidence-india-behind-killing-of-canadian-sikh-leader-says-trudeau\" title=\"\">statement<\/a> that Canada is pursuing \u201ccredible allegations\u201d of a potential link between New Delhi and the murder of a Canadian national, Hardeep Singh Nijjar, in British Columbia this June. <a href=\"https:\/\/www.theguardian.com\/world\/2023\/sep\/19\/canada-india-tensions-explainer-fatal-shooting-sikh-leader-hardeep-singh-nijjar\" title=\"\">Nijjar<\/a> had campaigned for an independent Sikh nation \u2013 known as Khalistan \u2013 to be created from Punjab state. Indian authorities had accused him of terrorism, and issued a bounty for his arrest.
