But now is precisely the time to step up the pressure<\/p>\n<p>There has been much excited talk of a \u201cturning point\u201d following Ukraine\u2019s rapid military advances in north-eastern Kharkiv region and what Kyiv cheerily calls its \u201cde-occupation\u201d by fleeing Russians. Less comforting for the western democracies is an alternative theory: that the war is approaching \u201ca moment of <a href=\"https:\/\/www.theatlantic.com\/ideas\/archive\/2022\/09\/ukraine-victory-russia-putin\/671405\/%5D%5Bhttps:\/\/www.wsj.com\/articles\/a-dangerous-moment-in-ukraine-kharkiv-surge-putin-nuclear-war-jfk-khrushchev-west-biden-nato-11663007072?\" title=\"\">maximum danger\u201d.<\/a><\/p>\n<p>Worries that a cornered, desperate Vladimir Putin may resort to nuclear, chemical or biological weapons have resurfaced in the US and Europe, along with the argument, articulated by France\u2019s Emmanuel Macron, that Russia\u2019s president, despite his terrible crimes, <a href=\"https:\/\/www.theguardian.com\/world\/2022\/jun\/04\/russia-must-not-be-humiliated-ukraine-emmanuel-macron\" title=\"\">should not be \u201chumiliated\u201d<\/a> \u2013 and allowed a way out.<\/p>\n<p><em><strong>Do you have an opinion on the issues raised in this article?
