When there is plenty of water, we are drowning.\u201d<\/p>\n<p>Late last month, after weeks of heavy rain and flooding, Pakistan declared a <a href=\"https:\/\/www.theguardian.com\/world\/2022\/aug\/26\/pakistan-declares-emergency-floods-monsoon-rains\">state of emergency<\/a>. The UN secretary general, Ant\u00f3nio Guterres, has described the rain as a <a href=\"https:\/\/www.bbc.co.uk\/news\/world-asia-62722117\">\u201cmonsoon on steroids\u201d<\/a>.
