In 2001, a month after the September 11 attacks, he wrote <a href=\"https:\/\/www.irishtimes.com\/opinion\/the-afghan-memory-holds-little-room-for-trust-in-us-1.332226\">in the Irish Times<\/a> of that neglect and of the aid efforts that had been hampered by a failure to grasp local nuances of behaviour and custom.
