But the space for dissent is still diminishing under his government<\/p>\n<p>It is not often that Narendra Modi gives a televised address to the nation and it is met with relief, not disarray. The Indian prime minister\u2019s previous frightening acts of decisiveness have included announcing a <a href=\"https:\/\/www.theguardian.com\/world\/2020\/mar\/24\/indias-13bn-population-locked-down-to-beat-coronavirus\">complete lockdown<\/a> with just four hours\u2019 notice last year, and withdrawing <a href=\"https:\/\/www.theguardian.com\/world\/2016\/nov\/08\/india-withdraws-500-1000-rupee-notes-fight-corruption\">85% of the country\u2019s currency<\/a> overnight in 2016.<\/p>\n<p>This most recent on-screen address went another way entirely. When Modi announced his government\u2019s intention to <a href=\"https:\/\/www.theguardian.com\/world\/2021\/nov\/19\/indian-pm-narendra-modi-to-repeal-farm-laws-after-year-of-protests\">withdraw three controversial farm laws<\/a> after one of the most prolonged periods of protest ever recorded in India, in which hundreds died in the face of state violence, it was met with mass jubilation. The laws \u2013 originally passed during a chaotic voice vote in parliament last year, when the television <a href=\"https:\/\/scroll.in\/article\/973588\/use-of-a-dubious-voice-vote-to-pass-critical-farm-bills-severely-dents-indian-democracy\">broadcast was muted<\/a> so viewers could not hear the opposition \u2013 were seen as tools to encourage the corporatisation of agriculture and weaken state protections for farmers.
