Prime Minister Jacinda Ardern described the country as a \u201cteam of six million\u201d. The top public health official, Ashley Bloomfield, said: \u201cThe virus is the problem, not people &#8230; people are the solution\u201d.<\/p>\n<p>But the policies arising out of the pandemic, especially in <a href=\"https:\/\/www.theguardian.com\/world\/2020\/aug\/09\/can-anything-stop-the-high-flying-jacinda-ardern\">the run-up to New Zealand\u2019s election on 17 October<\/a>, have not always been as inclusive as the communication.
